Rovshan Mamedkuliyev was born in Baku, Azerbaijan and began learning classical guitar at the age of 11. He graduated with honors from Children's Art School No. 7 and the M.A. Balakirev Music College in Nizhny Novgorod, going on to complete graduate and postgraduate studies. Rovshan is a laureate of the Presidential Prize of the Russian Federation and a winner of over 25 international and national competitions. Among them are many well-known and prestigious ones, but the guitarist himself singles out the 30th International Guitar Association of America Competition, where Rovshan became the fourth winner from Russia in its history.

Rovshan Mamedkuliev plays a Manuel Contreras II guitar (Model "10th Anniversary") with Savarez strings and a CCcases case.
